After all, this is exactly the sort of thing he imagined so often before, but thought he'd never have. The arms still around Tidus's shoulders, the thumbs on his hands starting to move against said shoulders with slow, circling motions, showing that he's very much still into this.
Then again, it's not like he's really having this. He's just having it for the moment. Inigo knows. It's just like Tidus said - it's a temporary moment, just because Tidus misses this. Because Inigo misses this. It doesn't mean that Inigo's feelings are reflected in Tidus's heart, or ever will be. And maybe Inigo is going to majorly regret this due to that fact later.

Inigo isn't even thinking about whether anyone could just walk into the carriage at any moment now and see this, that's how caught up in it he is. All of his usual worries are gone.
